Uniform acceleration means constant acceleration: velocity changes by equal amounts in equal time intervals.
The model does not require velocity to be constant. It requires the rate at which velocity changes to be constant. The model may describe speeding up or slowing down, depending on the relative signs of velocity and acceleration.
